Chapter 9 - FIRE ON BLACKWATERRachel was taken to County Memorial under police escort.

Doctors determined that she had entered early labor, but medication slowed the contractions. The baby remained healthy. Rachel was ordered to stay in bed until delivery.

She lasted eleven hours.

At dawn, Naomi entered with news that Mercer had escaped through an old hotel utility tunnel. One federal vehicle had been stolen. A guard remembered Mercer saying the word “marina.”

Blackwater Marina stood on land controlled by Rachel’s newly activated trust.

Victor arrived with a discovery from her father’s files.

“There’s a storage vault beneath Pier Nine,” he said. “Your father rented it under another company.”

“What did he keep there?”

“The restitution bonds. He converted part of Mercer’s stolen money into protected bonds for the victim families.”

Naomi understood first.

“Mercer doesn’t need the land anymore if he can take the bonds.”

“How much are they worth?” Rachel asked.

“Nearly twenty-eight million dollars.”

Naomi ordered officers to surround the marina.

Rachel was forbidden to leave the hospital.

Then Mia received a video call.

Lorraine appeared on the screen.

She was tied to a chair aboard a boat. Ethan knelt beside her with his hands restrained. Grant Mercer stood behind them.

“Bring the vault key,” he said. “Or the Carter family ends on the river.”

The call disconnected.

Rachel looked at Naomi.

“I don’t have a key.”

Victor examined the silver key recovered from the hospital attacker.

“It may not belong to the law office,” he said. “Your father used Mercer’s emblem on the vault so no one would question it.”

Naomi took the key.

“I’ll make the exchange.”

“He asked for me.”

“You are in labor.”

“He wants the heir present. We need to understand why.”

Doctors argued. Naomi argued. Mia argued.

Rachel listened, then said, “Mercer has spent twelve years controlling people through fear. He believes pregnancy makes me weak. Let him keep believing it.”

An ambulance transported her near the marina with a medical team and armed officers. Rachel wore a tracking device beneath her coat. Naomi carried the key while remaining hidden aboard a police launch.

Rain swept across Blackwater River.

Rachel walked alone toward Pier Nine.

Mercer waited beside a white yacht. Ethan and Lorraine were visible through the cabin window.

“Show me the key,” he called.

Rachel raised it.

Mercer searched her before allowing her aboard. He found no weapon.

“You should be grateful,” he said. “Your father stole my future and placed it inside your child.”

“My father returned what you stole.”

“He created a trust that grows every time a Blackwater property produces revenue. Your child could control half the county by adulthood.”

“So this is about control.”

“It has always been about control.”

Mercer forced her below deck.

Lorraine’s face was bruised from the hotel struggle, but she remained conscious. Ethan looked at Rachel with open shame.

“I’m sorry,” he said.

Mercer unlocked their restraints.

“Open the vault.”

The entrance lay beneath a bench in the yacht’s lower cabin. A concealed hatch led to a submerged concrete chamber connected to the pier.

Rachel inserted the silver key.

The heavy door opened.

Inside were sealed bond cases, property documents, and a small recording machine.

Mercer laughed.

“Your father kept everything.”

Rachel picked up the recorder.

A light activated automatically.

Her father’s voice filled the chamber.

“Grant, if you are hearing this, the bonds have already transferred. Removing them will trigger federal tracking.”

Mercer struck the machine from Rachel’s hand.

Alarms sounded throughout the yacht.

Naomi’s team had received the signal.

Mercer grabbed a bond case and ran to the deck.

Ethan attacked him near the stairs.

They wrestled against the cabin wall. Mercer drove his knee into Ethan and threw him aside.

Lorraine picked up a broken chair leg and struck Mercer’s wrist. The bond case dropped.

He turned the pistol toward her.

Rachel slammed the steel vault door into his shoulder.

The gun fired into the ceiling.

Water began pouring through a damaged pipe.

Mercer staggered onto the deck and started the yacht’s engine. He cut the mooring lines while police boats approached from both ends of the marina.

The yacht accelerated into the river.

Naomi jumped from the police launch onto the rear platform.

Mercer fired at her.

She rolled behind the engine housing.

Rachel climbed onto the deck as rain struck her face. Another contraction tightened across her abdomen.

Mercer saw her weakness.

He grabbed her and held the pistol against her side.

“Tell them to back off.”

Naomi remained behind cover.

“Let her go.”

Mercer forced Rachel toward the railing.

The yacht entered rough water near the old Blackwater dam. Warning lights flashed along the shore.

Ethan approached from behind.

Mercer saw his reflection in the cabin glass and fired.

Ethan ducked. The bullet struck the fuel line.

Smoke rose from the engine.

The yacht lost power and turned sideways in the current.

Rachel seized a marine flare from the emergency rack. She struck Mercer’s gun hand with it.

The weapon slid across the deck.

Mercer caught her coat and pulled her toward the river.

Ethan wrapped both arms around Mercer’s waist. The three of them crashed against the railing.

The damaged railing broke.

Mercer and Ethan fell into the water.

Rachel caught a cable and remained on deck.

Lorraine screamed her son’s name.

Naomi threw a life ring toward Ethan.

Mercer surfaced farther downstream and climbed onto a service platform beside the dam. He had recovered the bond case.

A fire ignited near the yacht’s engine.

Naomi guided Rachel and Lorraine onto the police launch while officers rescued Ethan.

Mercer ran along the platform toward an unfinished riverfront construction site.

Rachel looked at the burning yacht.

“The bonds are tracked. Why is he still carrying them?”

Victor’s voice came through Naomi’s radio.

“The case may contain something else. One file is missing from the vault inventory.”

“What file?”

“The sealed paternity record attached to the trust.”

Rachel stared toward Mercer’s disappearing figure.

“He wants to replace it.”

Naomi ordered the launch toward shore.

Rachel doubled over as another contraction struck.

The medic checked her.

“You’re progressing fast. We need the hospital now.”

On the riverbank, Ethan coughed up water while officers wrapped him in a blanket.

He grabbed Naomi’s sleeve.

“Mercer has a doctor waiting at the construction site. They created a second prenatal record.”

Rachel understood.

If Mercer filed a false paternity record before her child was born, he could freeze the trust and steal the revenue during years of litigation.

Naomi told the medic to take Rachel away.

Rachel looked at the unfinished Blackwater tower rising above the river.

Mercer had already entered it.
