If the city building inspector halted operations, the center would be forced to close its doors pending a six-month administrative review—a delay that would financially bankrupt their operations.

"We need proof of Thorne’s illegal tactics," Vanessa said as she sat surrounded by land deeds and tax registries in the center's back office. "I've been digging through Crestview Holdings' public filings for three days. Thorne uses a network of offshore holding companies to buy up land right before he lobbies city council members to re-zone those exact coordinates."

"That's illegal insider land manipulation," Marcus noted, leaning over the spreadsheets. "If we can link Thorne directly to the bribery of local zoning officials, his injunction falls apart, and he faces federal corruption charges."

"The problem is the paper trail stops at a shell company registered in Delaware," Vanessa groaned, throwing her hands up.

While the adults worked frantically, young Lily sat at her drawing table in the main hall. She had seen the news reports and heard the worried hushed conversations at night. Though only a child, Lily possessed a profound emotional intelligence forged through past hardship.
